The SFMS took part in the 68th MONEYVAL Plenary meeting
During 02-06 December, 2024, the representatives of Ukraine headed by the SFMS’s representative took part in the meetings of the Working Group on Evaluations and the 68th MONEYVAL Plenary meeting, which took place in Strasbourg (French Republic).
During the Plenary meeting the following issues were discussed:
- mutual evaluation reports of Bosnia and Herzegovina and Guernsey and Follow-up reports within the 5th round of MONEYVAL mutual evaluation;
- updated information on MONEYVAL typologies (Ukraine is the team leader of the project aimed at identifying trends and typologies of money laundering/terrorist financing related to military conflicts, as well as sharing best practices and potential actions to reduce risks);
- activities planned within the framework of the 6th round of MONEYVAL mutual evaluation;
- information/updates from MONEYVAL members on developments related to voluntary tax compliance;
- initiatives in the AML/CFT/CPF area, etc.
The events were attended by representatives of all Council of Europe member states subject to mutual evaluation by MONEYVAL, as well as representatives of designated FATF member states, the European Commission, the FATF and Egmont Group Secretariat, the International Monetary Fund, the European Bank for Reconstruction and Development, etc.
Ukraine confirmed compliance with all international obligations in the field of financial monitoring in the context of unprovoked military aggression by the Russian Federation against Ukraine.
As part of the Plenary week, working meetings have been held with MONEYVAL member countries and observers in the AML/CFT/CPF area.
Additionally, after the conclusion of the MONEYVAL Plenary Session, a meeting of the Europe II Regional Group of the Egmont Group was held, in which representatives of the SFMS participated.

On March 16, 2022, the Committee of Ministers of the Council of Europe decided to exclude RF from the Council of Europe and, accordingly, from the MONEYVAL, as a working body of the Council of Europe. Taking this into account, the RF is not taking part in these meetings.
On October 13, 2022, the Parliamentary Assembly of the Council of Europe adopted a resolution declaring the Russian regime as a terrorist one.
On November 23, 2022, the European Parliament adopted a resolution recognizing Russia as a state sponsor of terrorism.
On April 25, 2023, the Declaration of Ministers and high-level delegates of the member States and territories of MONEYVAL was approved, which condemned the continued aggression of the Russian Federation against Ukraine and confirmed full support for Ukraine and its people.
