About the Academy of Financial Monitoring

The necessity for the professional training of specialists of the financial monitoring system is determined by international standards that establish requirements for specialists of the financial monitoring system.

 FATF Recommendation 26, explanatory note: “Countries should ensure its authorized authorities … have adequate financial, human and technical resources.  … Countries should have in place processes to ensure that the staff of these authorities maintain high professional standards, including standards concerning confidentiality, and should be of high integrity and be appropriately skilled”.

Pursuant to the Law of Ukraine On prevention and counteraction to legalization (laundering) of the proceeds from crime or terrorism financing, as well as financing proliferation of weapons of mass destruction” and the Resolution of the Cabinet of Ministers of Ukraine as of 19.08.2015 No. 610 “On approval of the organization and coordination of training and professional development of specialists on financial monitoring” training and professional development of specialists of state authorities and representatives of the reporting entities on financial monitoring issues is carried out on the basis of the Academy, which belongs to the management of the State Financial Monitoring Service of Ukraine (the FIU of Ukraine).

According to the legislation, the Academy of Financial Monitoring is a state institution of postgraduate education and an examination centre in the field of financial monitoring. 

The main objectives of the Academy are to provide educational services on financial monitoring in the field of preventing and countering the legalization (laundering) of proceeds from crime, terrorism financing and financing proliferation of weapons of mass destruction, as well as in the field of preventing and combating corruption.

Leading experts of the State Financial Monitoring Service of Ukraine, representatives of state regulators, law enforcement and judicial authorities, as well as specialized lecturers of higher educational institutions of Ukraine who have practical experience in developing and implementing legislation in the sphere of combating money laundering, terrorism financing, and the disclosure of financial crimes etc. are involved in the educational process at the Academy.

Scientific workflows of the Academy:

· conducting researches and participating in the development of methodologies for identifying money laundering schemes;

· preparation of proposals for improvement of legislation, development of legal education in the field of financial monitoring and combating corruption, organization of relevant educational programs, seminars, conferences etc.;

· cooperation with educational institutions of Ukraine, foreign countries and international organizations;

· study and use in the activities of the Academy of experience of international and foreign organizations.

Background of the Academy

Key dates

2004

The Resolution of the Cabinet of Ministers of Ukraine as of December 13, 2004 No. 899, the Training Centre of the FIU of Ukraine was established, the main tasks of which are retraining and professional development of specialists in financial monitoring sphere.

2006

The educational and methodical Unit of the Centre was established in the Western region (Lviv).

2008

The educational and methodical Unit of the Centre was established in the Eastern region (Kharkiv)

2014

The new edition of the Law of Ukraine On prevention and counteraction to legalization (laundering) of the proceeds from crime or terrorism financing, as well as financing proliferation of weapons of mass destruction” (par. 14 of Art. 18) provides for the establishing of the Academy on the basis of the Centre.

2015

The procedure for organizing and coordinating work on retraining and professional development of specialists on financial monitoring issues (Resolution of the Cabinet of Ministers of Ukraine as of August 19, 2015 No. 610) determines that retraining, professional development and implementation of the final modular control in the field of financial monitoring is also carried out on the basis of the Academy, which refers to the management of the State Financial Monitoring Service of Ukraine (the FIU of Ukraine).

2017

The Training Centre of the FIU of Ukraine has been reformed into the Academy of Financial Monitoring, the main objectives of which are to provide educational services to representatives of the public and private sectors in the field of financial monitoring and anti-corruption in full-time, distance, network and other forms of education.

Today the Academy of Financial Monitoring is proud for: 

- more than 14 000 learners that has received trainings;

- training of experts is performed at the premises of the Academy in Kyiv and its regional branches in Lviv and Kharkiv;

- highly qualified lecturers from representatives of the State Financial Monitoring Service of Ukeine (the FIU of Ukraine), the National Commission on Securities and Stock Market of Ukraine, the Ministry of Finance of Ukraine, leading scientists of higher educational institutions;

- curricula and training materials that are updated in accordance with changes in legislation;

- scientific activities, the results of which were important part in creation of scientific and practical commentary to the basic anti-legalization law, the collection of legislative acts and terminilogical glossary in the field of financial monitoring, as well as participation in carrying out NRA and preparation of its Report;

- organization and holding of international events with the participation of national and international experts;

- cooperation with educational and scientific institutions within signed agreements of cooperation and MoUs, such as National Academy of Internal Affairs of Ukraine, National Academy of Security Service of Ukraine, State University of Telecommunications, Law Institute of Postgraduate Education and the Ministry of Justice of Ukraine, etc.;

- cooperation with Ukrainian anti-corruption authorities.
