The SFMS’s representatives participated in the 66th MONEYVAL Plenary meeting

During 11-15 December 2023, the SFMS’s representatives participated in the meetings of the Working Group on Evaluations and the 66th MONEYVAL Plenary meeting, which took place in Strasbourg (French Republic).

The meetings were attended by representatives of all member states of the Council of Europe subject to MONEYVAL mutual evaluation, as well as representatives of designated FATF member states, the European Commission, the FATF Secretariat, Interpol, the International Monetary Fund, the European Bank for Reconstruction and Development, etc.

During the Plenary meeting the following issues were discussed:

  • adoption of the 5th round Mutual Evaluation Reports of Azerbaijan and Montenegro;
  • adoption of the 5th round follow-up reports of Cyprus, Czech Republic, Lithuania and Slovenia within the 5th round;
  • typologies work;
  • activities within the 6th round of MONEYVAL mutual evaluation, etc;
  • revision of FATF standards and methodology;
  • AML/CFT and other relevant initiatives, etc.

In addition, elections of the Chair, Vice-chairs and Bureau members took place during the meeting.

Within the Plenary meeting, negotiations have been held with MONEYVAL member countries and observers. International partners have been provided with information on the operation of the national AML/CFT/CPF system in the context of the aggressive war of the Russian Federation (RF) against Ukraine.

Ukraine has confirmed compliance with all international obligations in the field of financial monitoring taking into account the objective circumstances of the functioning of the anti-legalization system.

On March 16, 2022, the Committee of Ministers of the Council of Europe decided to exclude RF from the Council of Europe and, accordingly, from the MONEYVAL, as a working body of the Council of Europe. Taking this into account, the RF is not taking part in these meetings.

On October 13, 2022, the Parliamentary Assembly of the Council of Europe adopted a resolution declaring the Russian regime as a terrorist one.

On November 23, 2022, the European Parliament adopted a resolution recognizing Russia as a state sponsor of terrorism.

On April 25, 2023, the Declaration of Ministers and high-level delegates of the member States and territories of MONEYVAL was approved, which condemned the continued aggression of the Russian Federation against Ukraine and confirmed full support for Ukraine and its people.
