From 2-7 June 2024, in Paris (France), with the support of the Special Representative of the OSCE Chairman-in-Office – Project Coordinator in Ukraine, the representatives of the State Financial Monitoring Service of Ukraine were taking part in the Egmont Group of Financial Intelligence Units Plenary Meetings.
It is a global event, which annually gathers key players of national anti-money laundering, terrorist financing and the financing of proliferation of weapons of mass destruction (“AML/CFT/CPF“) systems to share experiences, strategic and operational developments, study modern methods, trends and tendencies in the anti-money laundering area, and take necessary steps, aimed at strengthening the collective response of financial intelligence units (FIUs) to modern challenges.
It is worth reminding that on 18 October 2023, during a virtual meeting, the HoFIUs of the Egmont Group agreed to suspend Rosfinmonitoring’s membership with the Egmont Group of FIUs, for as long as it is required to protect the interests of the Egmont Group and to ensure the achievability of its objectives. This historic decision deprived the Russian Federation of the right to participate in the activities of the Egmont Group and restricted access to intelligence information obtained through the its secure channels.
As part of the Plenary week, the representatives of the SFMS took an active part in both global discussions in various directions, and discussions at the regional level, as well as in operational training sessions, aimed at increasing the capacity of FIUs in the AML/CFT/CPF area.
In order to present the current ML/FT threats, the SFMS made a presentation on “Typologies of money laundering and sanctions evasion during military aggression”.
Within the framework of the meetings, a consensus was reached on steps to continue strengthening the capacity of the Egmont Group community to withstand current challenges and discussing issues aimed at improving the effectiveness of bilateral and multilateral international cooperation between Egmont Group member-FIUs, including within the framework of project initiatives of different Working Groups.
A number of meetings were also held with international partners to agree on positions and further steps to maintain the integrity of global financial intelligence.
The permanent work of the SFMS, as a national center for the collection and generation of financial intelligence, continues to bring results, aimed at protecting the rights and legitimate interests of citizens, society and the state, as well as at ensuring national security.
