Support the petition: Expel Russia from the FATF and and add it to the FATF’s Black List
The State Financial Monitoring Service of Ukraine appeals to Ukrainians to support the petition to expel Russia from the FATF and blacklist it (Petition: Expel Russia from the FATF and add it to the Black List), which is available at https: // no-finance- for-russia.com/.../16/expel-russia-fatf/ .
The Financial Action Task Force (FATF) is the most influential international intergovernmental organization in the field of combating money laundering, financing of terrorism and financing of proliferation of weapons of mass destruction, as well as facilitating the implementation of appropriate financial and economic sanctions in the global scale.
Russia has been a member of the FATF since 2003. When it was granted membership, Russia undertook an obligation to pursue the values, principles and mandate of the organization. However, Russia’s undeclared and unprovoked war against Ukraine goes against these basic principles of international cooperation enshrined in the FATF Mandate. Therefore, Russia should be expelled from the organization, and it should be blacklisted as a “high-risk jurisdiction”.
It is time for the FATF to act, so the petition calls for:
1. The FATF President: to convene an additional extraordinary meeting of the FATF Plenary under para 25 of the FATF Mandate, given the current circumstances and the need to provide a decisive and adequate response to Russia’s violation of the FATF’s principle and mandate.
2. The FATF Plenary: to immediately suspend the Russian Federation’s membership at the FATF, and if Russia’s war of aggression against Ukraine continues, to proceed with the expulsion of the Russian Federation from the FATF membership as guided by para 20 (e) of the FATF Mandate.
3. The FATF President: to address the FATF-style regional bodies to terminate Russia’s membership (the Eurasian Group, MONEYVAL) and the observer status (Asia/Pacific Group on Money Laundering, Middle East and North Africa Financial Action Task Force).
4. The FATF Plenary: to add the Russian Federation to the list of High-Risk Jurisdictions subject to a Call for Action and to communicate this decision publicly.
