The State Financial Monitoring Service of Ukraine concluded a Memorandum of Understanding with Expertise France
Today, with the participation of the Head of the State Financial Monitoring Service of Ukraine, the official signing of the Memorandum with the French agency for international technical cooperation Expertise France took place.
Expertise France is implementing international technical assistance project – the EU Global Facility on Anti-Money Laundering and Countering the Financing of Terrorism (EU AML/CFT Global Facility), implemented under a contract with the European Union. The EU AML/CFT Global Facility cooperates with more than 35 jurisdictions around the world to strengthen the capacity of national systems to counteract to modern challenges in the field of anti-money laundering and countering the financing of terrorism (AML/CFT), thus making a significant contribution to the global response to ML/TF risks and threats.
During the event, the Head of the SFMS, Igor Cherkaskyi, emphasized the importance of the AML/CFT/CPF system in Ukraine, especially in the context of ongoing Russian aggression, and also noted the key role of the SFMS in ensuring the financial security of our country. According to the Head of the SFMS, the cooperation initiated by the signed Memorandum will be a key to strengthening the national and international financial systems.
At the same time, the Deputy Director General of Expertise France, Cassilde Breniere, noted the support provided by the French Government to Ukraine in responding to modern ML/TF challenges. She expressed confidence that within the framework of cooperation with the SFMS, Expertise France and the EU AML/CFT Global Facility will be able to help strengthen and expand the regulatory framework in the field of AML/CFT, as well as improve the analytical, security and operational activities of the SFMS.

Expertise France is the French international technical cooperation agency, with a status of public institution under the supervision of the Ministry of Europe and Foreign Affairs (MEAE) and the Ministries of Economy, Finance and Recovery.
The agency designs and implements projects which aim at contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external activities.
Expertise France, together with its partners, is implementing a number of projects in Ukraine worth a total of around EUR 50 million. In particular, the agency coordinates the activities of the mAIDan Ukraine programme, created by the French Government to assist Ukraine, with the aim of identifying the needs and sectors to which French technical cooperation should pay attention, proposing technical solutions to meet the most urgent needs and initiating the structuring of cooperation and financing or co-financing technical assistance projects to attract European funding. The mAIDan Ukraine programme is part of the support to Ukraine from the French Government, coordinated by the France’s Special Envoy for Ukraine’s Relief and the Reconstruction.
