The Strategic Development Programme of the SFMS has been approved

Upon submission by the State Financial Monitoring Service of Ukraine, the Ministry of Finance of Ukraine has approved the Strategic Development Programme of the SFMS for the period up to 2024 (hereinafter – the Programme).

The Programme has been prepared in cooperation with the European Union Anti-Corruption Initiative in Ukraine (EUACI).

The purpose of the Programme is to identify legislative, coordination, practical and institutional measures aimed at ensuring stable and effective development of the SFMS, as an integral part of the national system of preventing and counteracting to legalization (laundering) of the proceeds from crime, financing of terrorism and financing of proliferation of weapons of mass destruction.

The key provisions of the Programme contain strategic priorities and objectives for activities until 2024, in particular, on:

- organization of the third round of the National Risk Assessment in the field of prevention and counteraction;

- digital transformation in the field of prevention and counteraction (e-financial monitoring);

- bringing the legislation of Ukraine in the field of prevention and counteraction into line with international standards;

- information and analytical support and strengthening of the institutional capacity of the SFMS in general;

- introduction of comprehensive administrative reporting in the system of anti-legalization deterrence;

- advanced training of the specialists on the issues of the financial monitoring, etc.

The Programme comprehensively outlines a risk-based approach that will allow the SFMS to implement a more flexible set of measures in order to focus its resources more efficiently and take preventive measures that are appropriate to the nature of the risks to focus their efforts in the most effective way.
