The results of the second National ML/FT Risk Assessment were presented in the State Financial Monitoring Service of Ukraine

On December 20, 2019, the Report of the National ML/FT Risk Assessment was presented in the SFMS with the participation of the OSCE Project Coordinator in Ukraine the Ambassador Henrik Villadsen and the Chairperson of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) Elzbieta Frankow-Jaskiewicz. 

This event was organized and conducted by the SFMS with the support of the OSCE Project Coordinator in Ukraine which was attended by more than 50 representatives of state regulators and law enforcement, other state authorities, as well as representatives of reporting entities’ professional associations, leading scientific institutions and public, involved in AML/CFT. In addition, the representatives from different international organizations were involved in this event such as: EU Anti-Corruption Initiative in Ukraine, EU Advisory Mission, EU-ACT Project in Ukraine, Advisory Fund for EU Association of Ukraine, Council of Europe Office in Ukraine and U.S. Embassy in Ukraine.        

During the presentation of this Report the attention was focused on the main threats, risks of the anti-legalization financial monitoring system and further ways of implementation measures to prevent the occurrence and reducing the negative consequences of their manifestation were discussed.   

Furthermore, during the event, the results of the sectoral risk assessments were presented by the representatives of the National Bank of Ukraine, the National Securities and Stock Market Commission, the National Commission for State Regulation of Financial Services Markets and the State Financial Monitoring Service of Ukraine.     

The Head of the SFMS Igor Cherkaskyi mentioned: “The Report of the next National ML/FT Risk Assessment is a confirmation of the effective implementation and Ukraine’s compliance with the AML/CFT international standards, particularly in the context of identifying, analyzing and assessing national ML/FT risks and consequences of their manifestation”.     
The Report of the National ML/FT Risk Assessment will be published on the official SFMS’s website in section “National Risk Assessment”.

The national ML/FT risk assessment has been conducted following the FATF Recommendations and Article 21 of the Law of Ukraine “On Prevention and Counteraction to the Legalization (Laundering) of the Proceeds from Crime, Terrorist Financing, and Financing of Proliferation of Weapons of Mass Destruction” and the Procedure for conducting the National ML/FT Risk Assessment and publishing its results, approved by the resolution of the Cabinet of Ministers of Ukraine and the National Bank of Ukraine dated 16.09.2015 No. 717 taking into account the recommendations following the results of the MONEYVAL 5th round of mutual evaluation of Ukraine.
