Russia's membership in the MONEYVAL has been suspended

By the decision of the Parliamentary Assembly of the Council of Europe of 25.02.2022 № DLAPIL07/2022_JP/DG “Consequences of the suspension of a Member State under Article 8 of the Statute of the Council of Europe” Russia has been deprived of the right to represent the state in the institutions of the Council of Europe and its subsidiary bodies.

Thus, Russia will not be allowed to take part in the meetings of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) and a number of other departmental bodies of the Council of Europe.

That means that Russia will not be able to participate in the MONEYVAL Plenary and Working Group Meetings, its experts will not be able to engage in the MONEYVAL assessments of other countries’ compliance with the FATF Standards and the effectiveness of AML/CFT systems, and the adoption of any decision on the MONEYVAL platform.

The State Financial Monitoring Service of Ukraine will continue to take comprehensive measures within its competence to further isolate Russia in the international arena due to its blatant violations of fundamental principles and international law.
