The representatives of Ukraine are participating in the 64th MONEYVAL Plenary meeting

During 5-9 December 2022, the representatives of Ukraine, headed by the SFMS, are participating in the meetings of the Working group on Evaluations and the 64th MONEYVAL Plenary meeting, which takes place in Strasbourg (French Republic).

During the Plenary meeting, negotiations with the MONEYVAL member countries and observers are being held, information regarding the operation of the national AML/CFT system in the context of the aggressive war of the Russian Federation (RF) against Ukraine is being presented.

Ukraine has confirmed its compliance with all international obligations in the field of financial monitoring taking into account the objective circumstances of the functioning of the anti-legalization system.

Also, the Plenary participants were informed about the work in the direction of imposing sanctions on the RF at the sites of the FATF and the Egmont Group of Financial Intelligence Units, and it was emphasized that the implementation of measures to prevent the financing of the ongoing terrorist war belongs, among other things, to the mandates of the mentioned organizations.

During the Plenary meeting the following issues are discussed:

  •         Adoption the Mutual Evaluation Reports of Estonia and Monaco;
  •         Follow-up reports within the 5th round of Mutual Evaluation of Cyprus, Czech Republic, Georgia, Isle of Man, Lithuania and Slovakia;
  •         Planning and sequencing for the 6th Round of mutual evaluations;
  •         New templates for follow-up reporting;
  •         Discussion of the MONEYVAL Strategy 2023 - 2027;
  •         Updated information on MONEYVAL typologies;
  •         The role of the financial sector to end human trafficking and forced labor, etc.

On March 16, 2022, the Committee of Ministers of the Council of Europe decided to exclude RF from the Council of Europe and, accordingly, from the MONEYVAL, as a working body of the Council of Europe. Taking this into account, the RF is not taking part in these meetings.

On October 13, 2022, the Parliamentary Assembly of the Council of Europe adopted a resolution declaring the Russian regime a terrorist.

On November 23, 2022, the European Parliament has adopted a resolution, recognizing Russia as a state sponsor of terrorism.
