The State Financial Monitoring Service of Ukraine presented the results of the first National risks assessment on money laundering and financing of terrorism

On December 15, 2016 the National risks assessment report in the area of preventing and counteracting to legalization (laundering) of the proceeds from crime, and financing of terrorism was presented in the State Financial Monitoring Service of Ukraine.
The event was organized and conducted by the SFMS supported by the Organization for Security and Cooperation in Europe (OSCE). 
The representatives of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Committee of the Parliament of Ukraine on finance and banking and over 40 representatives of state regulators and law enforcement agencies, other state authorities as well as the representatives of the leading scientific institutions and society involved in anti-money laundering and terrorist financing sphere attended this event.
The Head of the SFMS Igor Cherkaskyi during a presentation of the Report mentioned the following:
«We have completed the National risks assessment in Ukraine.
It was not easy, but interesting project that we have implemented. Implemented successfully.
The first National risks assessment in Ukraine revealed objective threats and risks. We have identified problems existing in the anti-money laundering and terrorist financing system.
The Report represents the first fundamental research on the national money laundering and terrorist financing risks assessment.».
While presenting the Report the procedure and the results of the first National risks assessment on money laundering and terrorist financing in Ukraine were outlined in detail.
A special attention was paid to the role of the National risks assessment in the context of th 5th Round of evaluation of the National financial monitoring system of Ukraine by the Council’s of Europe MONEYVAL Committee.  
As a result of the presentation the next steps on implementation measures aimed at prevention to appearance and reduce of negative consequences of risks of AML/CFT system.

The National risks assessment on money laundering and financing of terrorism has been conducted following the FATF Recommendations and pursuant to Article 21 of the Law of Ukraine «On Preventing and Counteracting to Legalization (Laundering) of the Proceeds of Crime, Terrorist Financing, and Financing Proliferation of Weapons of Mass Destruction» as well as the Procedure for conducting the National AML/CFT risks assessment and the publication of its results, approved by the resolution of the Cabinet of Ministers of Ukraine and the National bank of Ukraine dated16.09.2015 № 717.
