SFMS continues to pursue active cooperation with FIUs of foreign states

The State Financial Monitoring Service of Ukraine, pursuant to assigned tasks, concludes international interagency agreements (MOUs) with financial intelligence units (hereinafter – FIUs) of foreign states.
MOUs facilitate the exchange of financial information on money laundering, terrorist financing or other activities related to these crimes in compliance with the principles established by the Egmont Group of Financial Intelligence Units. In accordance with MOUs, cooperation between FIUs is conducted on the basis of reciprocity for collection, processing and analysis of information, that is in their possession, on financial transactions regarding which there is suspicion that they are related to money laundering or financing of terrorism. As of today, the SFMS signed 70 agreements on cooperation with foreign FIUs.
In particular, the SFMS established bilateral relations with 21 EU member states on cooperation in combating money laundering, financing of terrorism and the financing of proliferation of weapons of mass destruction, namely with FIUs of: the Kingdom of Belgium, the Republic of Bulgaria, the United Kingdom of Great Britain and Northern Ireland, the Hellenic Republic, the Republic of Estonia, the Kingdom of Spain, the Italian Republic, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Poland, the Portuguese Republic, Romania, the Slovak Republic, the Republic of Slovenia, the French Republic, the Czech Republic, the Kingdom of the Netherlands, the Republic of Croatia, the Republic of Finland and the Kingdom of Denmark.
Also, given the global challenges and threats of the use of financial systems for money laundering, financing of terrorism and the financing of proliferation of weapons of mass destruction, the SFMS cooperates with FIUs of other regional groups. Thus, in 2016 the SFMS conducted negotiations with FIUs of Anguilla, Gabon, Gibraltar, Ivory Coast, Kuwait, Saint Lucia, Sint Maarten, Uruguay, Japan on the coordination of draft MOUs and signed the MOU with the FIU of the Republic of Sri Lanka.
The SFMS permanently ensures interaction and information exchange with competent authorities of foreign states and international organizations in facilitating the investigation of complex transnational schemes.
Thus, since the period of its existence till November 2016, the SFMS sent 6213 requests to foreign FIUs and received 5703 responses from foreign FIUs, as well as received 2191 requests from foreign FIUs and provided 2234 answers to the requests of foreign FIUs.
During January – November 2016 the SFMS sent 618 requests to 150 foreign FIUs and received 542 responses to requests from 118 foreign FIUs. Moreover, the SFMS received 52 211 requests from foreign FIUs and provided 216 responses to 55 foreign FIUs.
The most active information exchange during January – November 2016 was carried out by the SFMS with FIUs of Latvia, Cyprus, Great Britain, Austria, Switzerland, Panama and the United States.
