For the attention of the non-profit sector and the public: risks of the abuse of the NPO sector for the financing of terrorism

In order to improve mechanisms of counteraction to the financing of terrorism and to stipulate provisions for preventing the abuse of the NPO sector for the financing of terrorism, the SFMS conducted National review on the activities of the non-profit sector to identify, prevent and counteract the financing of terrorism.
National review will be useful to employees of budgetary institutions, public associations, political parties, creative unions, religious organizations, charitable organizations, pension funds and other entities of the non-profit sector and the public, dealing with issues of prevention and counteraction to the financing of terrorism.
Pursuant to findings of National review, the non-profit organizations are recommended to apply enhanced measures of persons’ identification during their applying for participation (membership) in these organizations, namely depositors of charitable foundations, as well as pay special attention to sources of acquisition of property by the non-profit organizations in terms of prevention to be involved in the financing of terrorism.
